President Clinton promised Midwestern states, including South Dakota, $2.48 billion in flood relief on this day in 1993. The state had sustained $500 million in crop damage from the previous week's flooding. Rep. Tim Johnson said damages could top $1 billion. The Vermillion, James and Big Sioux rivers all flooded, but the hardest hit area was Madison and Lake County.
